ERIC LEITZ, Principal, has more than 35 years experience in Security Risk Consulting having provided Business Continuity Plans, Crisis Management, Risk Assessments, Security Technology Project Management and Emergency Procedures development and Risk Exposure Analysis for governmental, industrial and private facilities. Mr. Leitz has a B.S. Degree in Criminal Justice from Trenton State College and a Master of Science Degree in Security Management from Leicester University in the U.K. Mr. Leitz has been granted a Top Secret Security Clearance from the US Department of Defense when work required access to classified information. In the government sector, Mr. Leitz completed projects associated with protecting critical infrastructure including bridges, vehicle tunnels, container ship facilities, airports, bus terminals and railway facilities. In the private sector, Mr. Leitz performed risk assessments of high-rise buildings and high-tech manufacturing sites and prepared Crisis Management plans for multi-national banks, the pharmaceutical industry and a multi-national retailer. Mr. Leitz has been the lead instructor for several courses related to Security and Emergency Preparedness in the Fortune 500 sector and an adjunct instructor in Criminal Justice at Lehigh-Carbon Community College. He’s authored portions of textbooks for the Building Owners and Managers Institute on the topics of Security, Emergency Preparedness and Business Continuity. Mr. Leitz is a former Military Police Officer and municipal Police Officer / Detective serving in the City of Plainfield, NJ. Mr. Leitz worked in AT&T and its successors, Lucent and Avaya in varied positions with increasing responsibility for 22 years in Property Management and Corporate Security and for Kroll-Schiff Associates as a Senior Director prior to establishing this consultancy in 2003.

ALBERT PALUMBO, CHS-III, is a Principal of TRC, is a former NYPD Crime Prevention Specialist and is recognized as one of New York City’s leading security consultants. He has provided security design direction for hundreds of clients throughout the US and the world, including major corporate, industrial, educational, and private facilities; residential and landmark establishments; local and federal governmental agencies; and architectural and engineering firms. Mr. Palumbo led Ove Arup & Partners’ New York Security Design Group and was Vice President of Security Design Services for Syska & Hennessy Consulting Engineers.
Mr. Palumbo provides overall security design direction for the development and procurement of electronic security systems, and is responsible for the coordination and project management of security projects. His services include physical security evaluations and surveys, security requirement analysis, conceptual design, construction documents, security contractor evaluations, and field services. In addition, he provides expert testimony on security-related issues for law firms. Mr. Palumbo is certified in Homeland Security, Level III.

MIRCEA PREDA, PE RCDD/LAN, Principal, Technology Consultant/Electrical Engineer, brings extensive experience in the design and engineering of various security and communications systems. Mr. Preda is a Licensed Professional Engineer licensed in 6 states – New York, New Jersey, Connecticut, Pennsylvania, Maryland and the District of Columbia. Mr. Preda is responsible for the evaluation, design and engineering of electronic security systems including digital and IP based video surveillance (CCTV) systems, access control and alarm monitoring systems, point of sales systems, as well as, ISP optical fiber and copper (UTP, coax) structured cabling systems for Voice (PBX, Centrex, VoIP, etc.), Data (LAN, Wireless LAN), multi-display and projector systems, sound reinforcement, distributed sound (Background Music, Public Address and Intercom, Master Clock, etc.) and CATV systems. In addition, he provides project management and coordination for multi-disciplinary teams

ROBERT “JAKE” JACOBSTEIN, Management Consultant, has been active in the Information Technology field for over thirty years. Mr. Jacobstein focuses on the design, acquisition, installation and operations of technology infrastructure and systems. Mr. Jacobstein has a B.A. in Mathematics from the University of Buffalo and an M.B.A. from The Ohio State University. Mr. Jacobstein is adept at defining physical communication needs and cabling specifications during the building planning and development phases. He has extensive experience working with local governments in the design and build-out of municipal owned fiber and copper metropolitan networks. Through construction, Mr. Jacobstein works with utilities, contractors and service providers to coordinate schedules and ensure compliance with specifications. In advance of operations, he identifies technology needs and leads in the acquisition and implementation of support systems. These include telephone, internal and external networking needs, private and commercial tv/entertainment, property management, hospitality, food and beverage, energy management and tenant support requirements. Mr Jacobsteins’ recent major projects include responsibility for the physical and logical technology needs for a 404 unit convention center hotel, two nineteen floor towers with 342 residential units and a variety of retail and restaurant establishments, and deployment of fiber networks for the Town of Front Royal, Virginia and Burke County, North Carolina.
EXPERIENCE SUMMARY:
- Performed over 500 risk assessments of Electric / Gas utility facilities.
- Performed over 300 risk assessments of high-rise buildings.
- Performed over 400 risk assessments of mixed-use facilities, including manufacturing facilities, health care facilities, educational institutions, corporate headquarters sites, research and development facilities and sites containing hazards to life / the environment.
- Developed complex bid specifications for the acquisition of security technology for over 1,000 sites and managed the bid process as an advocate for clients.
- Developed and wrote security, emergency preparedness, crisis management and business continuity plans for over 50 clients.
